About the fund

We are taking action to reduce anti-Black racism and improve social and economic outcomes in Black communities. As one step toward these goals, we are launching a call for proposals to implement the Black-Led Philanthropic Endowment Fund.

The Black-led Philanthropic Endowment Fund seeks to create a sustainable source of funding for Black-led, Black-focused and Black-serving non-profit organizations and registered charities. Through it, the Government of Canada will provide 1 national Black-led and Black-serving recipient organization with an endowment of $199,476,227.

This organization will be responsible for investing the endowment. The investment income will provide funding to Black-led, Black-focused and Black-serving non-profit organizations and registered charities across the country. It will apply a Black-centric and intersectional lens to its operations and granting strategy to ensure that they reflect and benefit the full diversity of Black communities. The organization will have support in its operations and activities from the following:

Description of funding

Eligible organizations must apply for the maximum total budget of $199,476,227 and a minimum duration of 10 years. At least $190,000,000 would take the form of an endowment.

The recipient organization would be able to access up to $9,476,227 of the total budget. This amount would support first-year operating costs and early granting activities while the endowment gains maturity.

The endowment is restricted to a period of 10 years. At the end of the 10 year period, the restrictions are reviewed and may either be maintained, amended or removed.

Eligible organizations can only submit 1 application. If you submit more than 1 application, we will only review the first one.

Objective

This call for proposals will provide endowment funding to an eligible organization that would seek the broad goals of:

  • reducing anti-Black racism
  • improving social and economic outcomes in Black communities

Eligibility

To apply, you must submit a complete application and meet all the following eligibility criteria.

Eligible applicants

Your organization must:

  • be located in Canada
  • be a not-for-profit organization or registered charity
  • indicate that it is both:
    • Black-led: a minimum of 2/3 of the leadership positions, across all levels of your organization's management and governance, are held by people who self-identify as Black, and
    • Black-serving: An organization for whom Black communities are an important or the main beneficiary group
  • have identified as a partner 1 or more investment advisor(s) and/or portfolio management firm(s)
  • have identified as a partner, for a period of 3 years or more, an allied public foundation to provide capacity supports
  • have proof of a Canada Revenue Agency (CRA) registration number
    • organizations must have a Canada Revenue Agency business or registration number or proof of incorporation or registration. Organizations don't have to be registered charities when they apply. Organizations must register as a charity with the Canada Revenue Agency within their first 3 years of their project

Note to organizations located and operating in Quebec

If we accept your application for funding, you may need to get approval from the Quebec government before you can accept our funding.

Eligible partners

Eligible partners include organizations that meet the following requirements:

  • allied public foundation:
    • a registered charity, designated as a public foundation by Canada Revenue Agency, for at least 5 years
    • having a minimum assets under management of $10 million for each of the last 5 years
  • investment advisors or portfolio management firms:
    • a portfolio manager, investment fund dealer or mutual fund dealer with current registration to advise or deal in securities in Canada
    • having 5 years or more of experience in providing portfolio management for institutional investors, including foundations
    • having a minimum assets under management of $100 million for each of the last 5 years

Eligible projects

Your project must meet all of the following criteria:

  • request $199,476,227 in funding
  • meet the objective of this funding process
  • activities must be eligible and take place in Canada

For us to consider your application complete, you must meet all of the eligibility criteria above and provide the following:

  • submit your application before 12 pm (noon), (Eastern daylight time) November 25, 2022.
  • submit a complete application package including the following 6 items:
    • completed application for funding (EMP5696) with all mandatory information, including 4 plans required for project activities (question 56 of the applicant guide)
    • completed attestation (part 4 of the application form)
    • completed budget detail template (EMP5596) for first-year operating costs and early granting activities
    • Canada Revenue Agency business or registration number or proof of incorporation or registration. Organizations don't have to be registered charities when they apply. A document that includes the address of your organization and 1 of the following:
      1. Canada Revenue Agency (CRA) business number
      2. registration number
      3. proof of provincial incorporation or registration
    • proof of intent to form a partnership and partner organizations' CRA business numbers (for example, letter of support, memorandum of agreement, service contract, board resolution, formal partnership agreement, etc.) for:
      • 1 or more investment advisors and portfolio management firms showing their National Registration Database number to advise or deal in securities in Canada and total assets under management for the last 5 years, and
      • an allied public foundation to provide capacity supports
    • audited financial statements for the last 2 years (2020 and 2021), where they exist

How we assess your application

Read and follow the applicant guide below to help you complete your application form. This guide gives you details on how to answer each question on the application form.

We will review your application in 4 steps:

  • screen for eligibility against the mandatory eligibility criteria
  • assess the proposed project against the project assessment criteria
  • assess the priorities to select an organization
  • we may consider input from external reference groups, stakeholders, and other federal departments to inform our recommendation process

Note: If your application is incomplete, we may reject it. If we reach out for missing information, you will have 10 business days to submit it. If your application is not complete by that time, we will reject it from the process.

Screening for eligibility

We will assess your project only if you meet all of the following eligibility criteria and you provide all necessary documentation:

  • you submit your application by the deadline
  • your organization is eligible, if:
    • it is a not-for-profit (Questions 3, 4 and 5 in the applicant guide)
    • it is located in Canada (Questions 7, 8 and 9 in the applicant guide)
    • you respond "yes" to the eligibility questions on your organization's mandate and status (Question 22 in the applicant guide)
  • your application is complete, including:
    • all mandatory information and 4 plans required for project activities
      • You must prepare 4 plans and attach them to your application as part of your project activities
    • CRA business or registration number or proof of incorporation or registration
    • completed budget detail template and part 3 of the application form
    • completed attestation (part 4 of the application form)
    • proof of intent to form partnerships and partner organizations' CRA business numbers for:
      • 1 or more investment advisors and portfolio management showing their National Registration Database number to advise or deal in securities in Canada and total assets under management for the last 5 years, and
      • an allied public foundation to provide capacity supports
    • audited financial statements for the last 2 years (2020 and 2021), where they exist

Project assessment

If your project is eligible, we will assess it as follows:

  1. Project objectives (refer to question 55 of the applicant guide)

    • describe how your project will reduce anti-Black racism
    • describe how your project will improve a social or an economic outcome in 1 or more Black communities
  2. Organization's capacity (refer to question 49 of the applicant guide)

    • describe your organization's high capacity in project management
    • describe your organization's experience working with Black communities
  3. Project activities, timelines and feasibility (refer to question 56 of the applicant guide)

    • describe your project activities using the Endowment Fund
    • describe how your activities support the achievement of the project outcomes:
      • fund a range of projects delivered by a range of Black-led, Black-focused and Black-serving non-profit organizations or registered charities
      • create a sustainable source of funding for Black-led, Black-focused and Black-serving non-profit organizations or registered charities
      • reduce anti-Black racism and improve social and economic outcomes in Black communities
    • demonstrates in each of the 4 plans eligible, achievable and accepted activities:
      • operational business plan that lays out operational plans, the staffing model and roles and responsibilities
      • engagement and funding plan that lays out how the project intends on engaging and funding Black-led, Black-focused and Black-serving organizations
      • governance plan that lays out plans for establishing and maintaining governance bodies. For example, an investment committee, that reflects the diversity of Black communities
      • investment plan that lays out the applicant's investment strategy, including any plans for investing in Black-led businesses
    • describe activities within the first year of your project that include setting up the Black-led and Black-serving recipient organization and early funding activities until the endowment investment matures

Note: the successful applicant will need to submit a Statement of Investment Policy during negotiations that is provided to the Department of Finance for review and approval

  1. Project results and impact (refer to questions 57 and 58 of the applicant guide)

    Your application must describe your project's expected results, outputs and outcomes:

    • describe what your project will achieve and how it aligns with the objectives of this funding process
    • describe how your organization plans to collect, measure, and report on your project's results. Include disaggregated data that speaks to the diversity of Black communities
  2. Project budget (refer to Part 3, Section B – questions 68 to 74 of the applicant guide and the Budget Detail template)

    • provide short and clear explanation of how you intend to use the money
      • if requesting up to $9,476,227 of the $199,476,227, to support first-year start-up costs and early granting activities, ensure it is clearly outlined how the money will be used to support these activities
    • demonstrate that your project costs are reasonable, detailed and support the project activities
  3. Priority proposals

    We may prioritize proposals that:

    • have a governance model that clearly reflects regional, linguistic and other types of diversity in Black communities
    • have a governance model that clearly demonstrates how it will engage with and hold itself accountable towards the Black communities it will serve
    • provide a funding strategy that adopts
      • a Black-centric and intersectional lens
      • centers the needs and diversity of all Black communities, including with regards to gender, disability or age
    • provide a funding strategy that ensures that funding is available to Black organizations and communities all across the country, including in official language minority communities

Before submitting your Application for funding, make sure that you have included all of the required documents in your application package. Not doing so will result in rejecting your application from this process. A complete application package includes the following 6 items:

  1. completed application for funding (EMP5696)
    • Your 4 plans must be attached separately
  2. completed attestation (part 4 of the application form)
  3. completed budget detail template (EMP5569)
  4. a document that confirms your Canada Revenue Agency (CRA) registration number (document must include the address of your organization)
  5. proof of intent to form a partnership and partner organizations' CRA business numbers (for example a letter of support, memorandum of agreement, service contract, board resolution, formal partnership agreement) for:

A. Project identification

We expect that the project will start in late winter 2023 and must have a minimum duration of 10 years until March 31, 2033

You can only start your project activities after we approved your project and signed a funding agreement. We can only pay for activities that have started after we sign the agreement.

B. Project description

Question 55: Project Objectives (must clearly link to the program objectives) (This question is mandatory)

You must clearly demonstrate how your project will:

  • reduce anti-Black racism
  • improve social and economic outcomes in Black communities
Question 56: Project activities (give clear steps for each one) (This question is mandatory)

You must prepare 4 plans and attach them to your application. In the question 56 box, write "see attached"

Project activities are the steps that you take to meet the project objectives that you identified in your answer to Question 55. Provide a clear and realistic plan to achieve the project objectives, including timelines, within the prescribed timeframe outlined in question 53 and 54.

Your application must include the following 4 plans:

Operational business plan

Operational business plan that lays out first year milestones for how you will implement the endowment fund. At a minimum, you should include in this plan:

  • a staffing model
  • an organization chart for the management of the endowment fund
  • roles and responsibilities for the management of the endowment fund
  • identify a site for the management of the endowment fund activities and timelines
Engagement and funding plan

Engagement and funding plan that has milestones for how you will engage and fund Black-led, Black-focused and Black-serving organizations. At a minimum, you should include in this plan:

  • how the project intends on engaging Black-led, Black-focused and Black-serving organizations and the diverse Black communities they represent and serve
  • how the project will fund Black-led, Black-focused and Black-serving organizations, including if there are any plans for participatory funding approaches
  • your strategy for ensuring that funding reaches Black organizations that serve diverse Black communities, including those at the intersection of multiple forms of oppression (for example Black women and girls, persons with disabilities, members of the 2SLGBTQI+ community)
  • your plan for identifying priorities for funding and how those priorities will change over time
  • activities and timelines
Governance plan

Governance plan that has milestones for implementing and maintaining the endowment fund's leadership to reflect the variety of Black communities and ensure accountability towards these communities. At a minimum, you should include in this plan:

  • a governance structure
  • a board selection process
  • investment committee selection process
  • an overview of executive roles and authorities
  • activities and timelines
Investment plan

Investment plan that lays out the applicant's investment strategy, including its plans for investing in Black-led businesses. At a minimum, you should include in this plan:

  • high level investment strategy
    • principles for investing, including alignment with socially responsible investing principles
    • strategy for investing in Black-led businesses
  • activities and timelines

Note: the successful applicant will need to submit a Statement of Investment Policy during negotiations. The Department of Finance reviews and approves the Statement of Investment Policy.

As part of these plans:

  • describe how your project's activities will align with the project objectives
  • describe the steps that your organization will take to meet the objectives of the project, by providing:
    • clear and relevant description of the project activities
    • clear and realistic project timelines

Eligible activities include, but are not limited to, the following:

  • investing the endowment according to the Prudent Person Principle and granting funds from the annual income generated from the endowment to Black-led, Black- focused and Black-serving not-for-profit organizations or registered charities
  • managing and administering of the organization and the endowment
  • outreach, education and other charitable activities carried out to fulfill a charitable purpose

Only within the first year of operation:

Eligible activities that include setting up the Black-led and Black-serving recipient organization and early funding activities until the endowment investment matures. They include:

  • providing funding to Black-led, Black-focused and Black-serving organizations; and,
  • start-up activities in the realm of administration, management and engagement with Black communities

Ineligible activities include, but are not limited to, the following:

  • core operations and existing programming of an organization
  • lobbying or politically partisan activities
  • capital projects, such as:
    • projects to renovate
    • maintain
    • purchase
    • build real property

We may give further consideration to projects that:

  • have a governance model that clearly reflects regional, linguistic and other types of diversity in Black communities
  • have a governance model that demonstrates how it will engage with and hold itself accountable to the Black communities it will serve
  • provide a funding strategy that adopts
    • a Black-centric and intersectional lens, and
    • centers the needs and diversity of all Black communities, including with regards to gender, disability or age
  • provide a funding strategy that demonstrates how funding is available to Black organizations and communities across the country, including in official language minority communities
Question 57: What do you expect the project to deliver and produce (project outcomes and outputs)? (This question is mandatory)

Describe the expected results of your project. The expected results of the project must clearly link to your project objectives. The expected results must also be specific, concrete and measurable (qualitative or quantitative), and defined as outputs and outcomes.

Outcomes

Outcomes are the short, medium and long-term changes that you expect the project to deliver. You can link more than 1 outcome to an objective. Outcomes answer the questions "How will we know the project is a success?" and "How will the project benefit participants?"

Examples of outcomes include:

  • increase in the number of projects delivered by Black-led, Black-serving, and Black-focused organizations, as well as enhanced diversity of projects and beneficiaries
  • increased Black influence over philanthropic priorities in Black communities
  • increase in sustainability of funding for Black-led, Black-serving, and Black-focused organizations
  • increased efforts to reduce anti-Black racism and improve social, cultural and economic outcomes in Black communities
  • increase in number of Black individuals served by Black-led, Black-serving, and Black-focused organizations, including:
    • Black individuals at the intersection of many forms of oppression (for example Black persons with disabilities, members of the 2SLGBTQI+ community)
Outputs

Outputs are direct products or services that you will expect to produce to get the outcomes you want.

Examples of outputs include:

  • number of Black-led, Black-serving, and Black-focused organizations funded
  • number of Black individuals reached by, and benefit from, the project
  • number of materials produced
  • tools created to support relationship building between Black communities
Question 58: Does the project include indicators to measure results? (This question is mandatory)

Your answer to this question must be "yes".

Describe how you will meet and track project expected results. Proposals must contain short, medium, and long-term indicators, including at least 1 indicator for each of question 57's projected results (outcomes).

Provide a description of how you plan to gather, measure, monitor and report on results achieved by your project. Common data collection approaches include surveys, key informant interviews, focus groups, attendance tracking and verbal feedback.

In developing performance indicators, you must ensure that:

  • indicators chosen will allow you to show impact on the target population(s)
  • indicators are measurable, and
  • data will be available and collectible for each indicator

Examples of key performance indicators include, but are not limited to

  • number of Black individuals participating in the funded project
  • number of Black people with disabilities, Black women and girls, members of the 2SLGBTQI+ community served by funded projects
Question 59: Does this proposed project fit with your organization's other activities? (This question is mandatory)

If "yes", describe how your project relates to the work your organization is doing now

Question 60: Will your project benefit or involve people in English or French language minority communities? (This question is mandatory)

If your project involves official language minority communities, you should answer "yes" to this question.

Answering "no" to this question will not reject your application.

Question 61: Will any other organizations, networks or partners be involved in carrying out the project? (This question is mandatory)

Your answer to this question must be "yes".

Your project must have identified as a partner:

  • 1 or more investment advisors or portfolio management firms, and
  • for a period of 3 years or more, an Allied public foundation to provide capacity supports

Describe your strategy for engaging and collaborating with partners.

Provide the following information:

  • information about the partner(s)
    • name (if known)
    • type of organization, such as:
      • union
      • not for profit
      • public
    • CRA business number
  • describe the roles and responsibilities of each partner in the project
  • describe how the partner or partners will participate in the project (time, resources)
  • describe how the partner will contribute to the success of the project
  • describe how you plan to build the capacity to manage and grant from an endowment of this size within 3 years or more of working with the allied foundation

  • allied public foundations:
    • a registered charity, designated as a public foundation by Canada Revenue Agency, for at least 5 years
    • have a minimum assets under management of $10 million for each of the last 5 years
    • investment advisors or portfolio management firms:
      • a portfolio manager, investment fund dealer or mutual fund dealer with current registration to advice or deal in securities in Canada
      • have 5 years or more of experience in providing portfolio management for institutional investors, including foundations
      • have a minimum assets under management of $100 million for each of the last 5 years

Part 3: Funding

A. Anticipated sources of funding

We encourage other sources of funding. However, this is not mandatory.

If we select your project, you must submit a letter confirming any cash contribution from sources other than us. The letter must confirm that the cash contribution will be available when you will begin the project.

If we select your project, we may ask you to submit progress reports that list all cash or in-kind contributions. This includes all contributions.

Question 63: Source name (This question is mandatory)

List Employment and Social Development Canada (ESDC) as the first source name and include amount requested.

Tell us if you are receiving contributions from other sources. Include the names of all organizations that will contribute funds, and, or in-kind contributions.

To be eligible as an in-kind contribution:

  • you must need it for the project to succeed
  • the organization who gives it to you also gives you a document showing its commitment

In-kind contributions must reflect fair value and a reasonable estimate.

B. Budget

List each activity and its associated cost in your application for funding (EMP5696) and budget detail template (EMP5569). The amounts must be the same in both documents. Your costs must be reasonable and support your project activities.

The organization would be able to access up to $9,476,227 of the $199,476,227, to support year 1 operating costs and early granting activities.

We can only pay you back for eligible costs. Eligible costs must be reasonable and directly relate to your project activities.

Here are some examples of eligible expenditures:

  • investment costs
  • investment advisors and portfolio managers' fees according to standard industry practices and amounts
  • allied public foundation services fees
  • funding distributed by the recipient
  • wages and mandatory employment-related costs
  • fees for professional services
  • disability supports for staff of the recipient
  • accessibility supports (including childcare) and funding for outreach and engagement with Black communities
  • materials and supplies
  • equipment
  • Printing and communication
  • travel costs
  • utilities
  • insurance
  • rental of premises
  • lease, purchase and maintenance of equipment
  • costs of audits
  • evaluations and assessments
  • performance monitoring and reporting costs
  • data collection
  • knowledge development activities
  • other administrative costs associated with central administrative functions of the recipient organization that are drawn upon to support agreement activities (such as shared postage, telephones, and IT maintenance); and
  • the costs of the renovation or retrofits of existing workspaces to improve their functionality, including materials, supplies, and labour costs

Examples of ineligible costs:

  • expenditures incurred before the signing of the agreement
  • expenditures linked to retrofit, renovation and construction of private homes/dwellings or Government of Canada property
  • purchase of real property (for example buildings and land)
  • purchase of alcoholic beverages

The Black-led and Black-serving recipient's operating costs, as a percentage of its annual expenditures, shall not exceed up to 15%.

A capital asset is any single or composite asset that costs more than $5,000 (before taxes). It is not part of another product and you can still use it at the end of the project.

A composite asset is a group of assets that form 1 unit, where you need everything for the asset to work. A group of assets is a single capital asset if the total cost is more than $5,000 (before taxes).

For example, a composite capital asset is:

  • a personal computer with a hard drive
  • a monitor
  • a keyboard
  • a mouse
  • cables

4 computers that each cost $1500 are not capital assets because each computer works on its own.

Part 4: Attestation (This part is mandatory)

To be considered eligible, an official representative who has the authority to submit proposals on behalf of your organization must attest that:

  • they have the authority to submit the proposal
  • certify that the information provided is true, and
  • they have read and understood the program's requirements

To do this, the official representative must:

  • check the 3 boxes of the attestation, and
  • provide their name, title and the date

As this is an attestation, no signature is required.

Glossary

Allied public foundation
An established (both in terms of track record, size and length of existence) public foundation that would provide support to the recipient over a period of 3 years or more.
Black-led organization
Black-led organizations are those where the leadership positions (directors, founders) are primarily occupied by people who self-identify as Black. The governance structure (volunteer committees, advisory boards) is primarily composed of people who self-identify as Black. In each case, 2/3 are used as the minimum requirement for being Black-led.
Black-serving organization
An organization for whom Black communities are an important or the main beneficiary group.
Black-focused organization
An organization whose mandate specifically pertains to supporting Black communities. That mandate might be in the organization's mission statement, charitable objects or other documents.
Black-centric lens
An approach that ensures that Black Canadian communities' distinct histories, needs and lived experiences are taken into account when designing and implementing program delivery. This includes the use of culturally-relevant participatory methods (including in grant-making) and forms of engagement that ensure that community perspectives and feedback are captured and reflected in program delivery and evaluation.
Endowment funding
A type of up front multi-year funding that is provided by the Government of Canada. The restricted purpose is investing by the recipient to produce an ongoing source of income for purposes specified in a funding agreement.
Intersectional lens
An intersectional approach is one that recognizes the diversity of Black Canadian communities and centers the lived experience and needs of all Black Canadians, particularly those at the intersection of multiple forms of oppression (for example Black women and girls, members of the 2SLGBTQI+ community, persons with disabilities, official language minority communities).
Investment Advisor and Portfolio Manager
Investment Advisors are appointed by the Board of the recipient organization and are independent, external providers of investment advice. Similarly, portfolio managers are Board-appointed professional portfolio managers responsible for investing funds.
Official language minority communities
  • A French-speaking population living outside of Quebec, where English is predominant, or
  • An English-speaking population living in Quebec, where French is predominant
Organizational capacity
The qualities, which help an organization, meet its goals and carry out its mission.
Prudent person principle
Refers to an investment principle by which the recipient is expected to invest and manage the Endowment Fund according to investment policies, standards and procedures that a prudent person would exercise in making investment decisions regarding property belonging to others.
